急~請問是電腦問題還是網路問題?

最近電腦網路變慢像Google Chrome點進去等了半天都進不去
但IE卻可以進去可是一下子網頁用太快也會當機下載OSU速度只剩20KB/S左右以前下載遊戲速度也有400KB/S 辦OSU帳號也等半天也沒成功點選遊戲也是跑不出來
請問是電腦問題還是網路問題
*我的網路是BB寬頻4M 電腦用WIN7
