蔡昌達指控陳啟祥誣告 檢方不起訴

地勇公司負責人陳啟祥指高雄市議會副議長蔡昌達施壓，要他轉讓部份利益，蔡昌達轉而控告地勇公司負責人陳啟祥誣告，高雄地檢署偵結，裁定陳啟样不起訴處分。

高雄地檢署調查認為，蔡昌達與天山公司股東介入中鋼「脫硫渣」利益，已經由特偵組依藉勢藉端勒索財物未遂罪起訴，而陳啟祥是被動接受特偵組檢察官訊問，才有不利蔡昌達的說詞，沒有告發蔡昌達及讓他受刑事處分的意思，檢方因此認定罪證不足，裁定陳啟祥不起訴。

地勇案爆發後，陳啟祥在應訊時，指高市副議長蔡昌達利用質詢機會，要求環保局調查爐渣污染，逼迫地勇公司將向中鋼購買脫硫渣的權利，部分轉讓給天山公司，檢方後來起訴蔡昌達，引起蔡昌達不滿。

蔡昌達向高雄地檢署控告陳啟祥誣告、偽證。蔡昌達說，地勇長期在高雄製造汙染是事實，他接獲廠商和里長檢舉後在議會提出質詢，是單純為民服務，特偵組偵訊陳啟祥後，卻指他是「藉勢脅迫」打壓地勇。
