潭美颱風逼近基隆　警方勸離觀浪遊客

【蔡進男／基隆報導】基隆市晨泳民眾絡繹不絕的外木山海邊，今日上午海浪變大，海巡署、警方擔心民眾不懼風浪，偷偷下水，來回密集巡邏警戒。

不過，因外木山到大武崙沿線風景悠美，仍有零星民眾開車或騎車，停在路旁觀浪時遭勸離，海巡人員表示，如果民眾屢勸不聽時，依災害防救法可開罰5萬至25萬元，截至昨日上午，基隆地區尚沒有遊客觀浪被罰款事件。
